Purpose of the Non-Youth Internship Program

The Non-Youth Internship Program provides Businesses or Organizations the opportunity to hire individuals who normally will be graduates from a secondary or post secondary institution and provide valuable skills from full-time work experience in business and/or economic development, with the objective of leading to longer term employment in Eastern Ontario.  Interns must be 30 years of age and older and must have graduated from a secondary or post-secondary institution.   

Eligible Activities:

Proposed activities should be based on specific projects that have defined start and finish dates, and measurable results. The position should provide opportunities for the intern to use skills and knowledge gained through their secondary or post-secondary education.

Activities not supported under this program include:

  • administrative/operational activities that are considered to be part of the regular operations of  the business applying for assistance; 
  • those that displace existing employees;
  • those that do not comply with all labour union agreements where applicable.

Eligible Recipients:

  • not-for-profit organizations, for-profit businesses, sole proprietors and municipalities operating in the County of Haliburton.

Eligible Costs:

Eligible costs are limited to wages, benefits and related project costs. Only costs that are reasonable, incremental and which relate directly to the eligible project activities will be allowed. The maximum contribution per month is $2,500.

For-profit businesses: Funding may not exceed 50% of eligible costs

Not-for-profit organizations: Funding may include up to 100% eligible costs 

Funding Criteria:

All funds must be expended by March 31, 2013.

Application Process

Your proposal must be submitted to HCDC by February 15, 2012.  Applications must follow the format below. Applications submitted after the deadline date may be considered dependent on the availability of funding.

It is highly recommended that applicants discuss this project with Patti Tallman at 705-457-3555, prior to completing an application to ensure it fits the criteria and/or to examine opportunities to partner with other organizations/potential applicants.

Approval Process

Receipt of an application by HCDC does not indicate a commitment for funding.  All applications are reviewed by a committee appointed by the Board of Directors of the HCDC and assessed according to the criteria outlined in the program guidelines.

Reporting and Monitoring

Successful applicant(s) will be required to report to HCDC on the progress of their internship, receive site visits from a program monitor and submit a final report. These responsibilities will be outlined in a letter of agreement for approved projects.

Payment of HCDC Contributions
Detailed instructions and claim forms will be provided to applicants after their projects are approved by HCDC. However, applicants may find the following general information useful in their financial planning:

  • In order to receive payment, applicants must file a claim. The claim must include a listing of all the costs incurred for the project with supporting invoices.
  • If advance payments are required, please provide justification with your application.

Evaluation Criteria

Requirements:

  1. Applicant must be a business, sole proprietor, not-for-profit organization or municipality located and conducting activities in Haliburton County.
  2. The proposed intern must be 30 years of age or older and have highschool diploma or equivalent.

The Review Committee will use the following criteria to evaluate the applications for funding: 

  • Does employer have an appropriate workspace for the intern?
  • Does the employer have the appropriate tools/equipment for the intern to undertake his/her roles and responsibilities?
  • Does employer have appropriate insurance coverage through WSIB or private insurance?
  • Will the intern have opportunities to learn about the business/organization?
  • Does the employer have the resources to provide supervision and mentorship?
  • Are the activities of the intern based on specific projects that have defined start and finish dates, and measurable results?
  • Are the roles and responsibilities of the intern clearly defined?
  • Does the position provide opportunities for intern to use skills and knowledge gained through their previous experience and/or education?
  • Is the rate of pay commensurate with the knowledge and skills required for the position?
  • Is there an opportunity for the continuation of employment after the completion of the internship?
