Regional Relief and Recovery Fund (RRRF)

The Regional Relief and Recovery Fund (RRRF) provides interest-free loans up to $40,000 to provide support to small businesses that do not qualify for, or have been rejected from, current Government of Canada COVID-19 relief measures.

To be considered eligible for the RRRF in Haliburton County, small businesses will have already applied to other Government of Canada emergency credit relief measures, but deemed ineligible, rejected, or require funding for expenses in excess of support already received from the following programs:

  • Business Credit Availability Program (BCAP);
  • Canadian Emergency Business Account (CEBA);
  • Canadian Emergency Commercial Rent Assistance (CECRA), or other rent relief provided through our organization’s landlord;
  • Canada Emergency Wage Subsidy (CEWS);
  • CRA Temporary 10% Wage Subsidy;
  • Service Canada Work-sharing program;
  • NRC IRAP Wage Subsidy;
  • Indigenous Business Support Loans;
  • BDC Co-Lending Program for SMEs; or
  • Other federal programs

Eligible Applicants

  • Established prior to March 1, 2020
  • Impacted adversely due to the COVID-19 pandemic
  • Viable and not experiencing liquidity or other financial difficulties prior to March 1, 2020
  • Have attempted to access other federal relief supports and were ineligible, rejected, or require funding for expenses in excess of support already received with priority given to applicants who were ineligible or rejected from other federal and relief supports
  • Have not or will not apply or accept other Government of Canada equivalent support

*Note: businesses may also be eligible to receive RRRF funds from FedDev Ontario but will not receive RRRF assistance from both a CFDC and FedDev Ontario.

Eligible Costs for Capitalization Support

Small business financing support for fixed operating costs, where business revenues have been affected by the COVID-19 pandemic.

Costs such as rent, salaries and benefits will only be considered if the applicant is ineligible, rejected and/or not already receiving assistance for these costs from other federal relief measures.

With respect to rent, Applicants are expected to have pursued with their landlord access to the Canadian Emergency Commercial Rent Assistance (CECRA) for small businesses.

Program Guidelines

  • Loans from $5,000 up to $40,000
  • 0% interest and no principal payments until December 31, 2022
  • Principal repayments can be voluntarily made at any time
  • 25% of any loan can be forgiven (not to exceed ($10,000) provided the recipient has paid 75% of the original loan amount prior to December 31, 2022
  • If the recipient is unable to repay the loan by December 31, 2022, the loan will be converted to a three-year term loan with interest rates up to 5%, effective January 1, 2023. The full balance must be repaid no later than December 31, 2023
  • Loan pooling is prohibited
  • Equity investments are prohibited
  • Grants and contributions are prohibited

 Additional criteria in the application assessment will include, but is not limited to, the following:

  • Description of current impact of COVID-19 on the business (e.g., closure details, layoffs, decrease in revenue, etc.)
  • Intended use of funding and associated outcomes for RRRF support (e.g., main activities, efforts to avoid layoffs or closure, intending to maintain jobs with additional working capital).
  • Indication of whether applicant has access to other forms of credit and/or barriers to access.
  • Financial information demonstrating total revenues and net income/loss, angel or venture capital, arrears on debt, etc. (e.g., financial statements, recent interim financial statement, review engagement, notice to reader, CFO or CEO equivalent attested financial information).
  • Equality and Diversity attestation: women, Indigenous peoples, members of Official Language Minority Communities, youth, persons with disabilities, newcomers to Canada, visible minorities who own or run SME, LGBTQ2+, Other, with explanation.
  • Attestation of other federal support measures that applicant has applied for, was ineligible for or rejected by, or still experiencing ongoing liquidity pressures despite accessing other measures, including but not limited to:
    • Business Credit Availability Program (BCAP)
    • Canadian Emergency Business Account (CEBA)
    • Canadian Emergency Commercial Rent Assistance (CECRA) – Received by the applicant or their landlord
    • Canada Emergency Wage Subsidy (CEWS)
    • CRA Temporary 10% Wage Subsidy
    • Service Canada Work-sharing program
    • NRC-IRAP Wage Subsidy
    • Indigenous Business Support Loans
    • BDC Co-Lending Program for SMEs
    • Other federal programs announced, please specify.
