HCDC works with a wide range of community groups and not-for-profit organizations in Haliburton County. We provide not-for-profit organizations with counselling or coaching, assist with strategic planning and organizational development, point you to available resources, connect you with other groups involved in similar activities, or review opportunities for funding.

Community Economic Development
What is Community Economic Development? Community Economic Development (CED) is local community action that provides economic opportunities and improves social conditions in a sustainable way. It is a community-based process that combines social and economic development to foster the economic, social, ecological, and cultural well-being of communities.
HCDC & CED: The Haliburton County Development Corporation is a community-driven agency that supports economic development and encourages the development, implementation and sustainability of initiatives that contribute to job creation, a resilient, vibrant community and a healthy natural environment. The ultimate goal is to have a community that is a great place to live and for businesses to flourish.
Staff and HCDC volunteers are involved in many different community initiatives and bring that knowledge and experience to our CED work. HCDC is involved as a catalyst, facilitator, participant and funder for a wide range of community economic development initiatives in economic, social, ecological, and cultural sectors in Haliburton County. HCDC has a set of strategic priorities, which guide our community economic development work.
HCDC works collaboratively with other agencies and community stakeholders to identify opportunities for development and to foster an entrepreneurial spirit within the County. We provide support for short term projects as well as long term community initiatives.
Local Initiatives Program 2024/2025
The purpose of the Local Initiatives Program is to strengthen Haliburton County communities by supporting community economic development projects that are incremental (new initiatives or enhancements/additions to existing activities) and strive to enhance the resiliency and vibrancy of the community.
- Contribute to the resiliency and vibrancy of the community;
- Be incremental (incremental is defined as a new initiative, enhance existing activities, in addition to existing activities);
- Involve not-for-profit organizations that strive to enhance the community economic development efforts of the community;
- Address the strategic priorities of the Haliburton County Development Corporation;
- Guarantee that the funding will not create a dependency on the corporation;
- Not produce market disruption.

Since moving to the Haliburton Highlands in 2008, I have worked primarily in the non-profit and arts sectors. I have a great respect and understanding of the important role non-profit organizations make in our Community. I am thrilled to have recently joined HCDC in this role.

Meet the Team: Jim Blake
I have had the great fortune throughout my life to work with organizations in different parts of the country that make a difference in the community – and for the past 20 years I have had the opportunity to work with the Haliburton County Development Corporation. What I love about HCDC, is that it looks at the community as a whole. It is not just about providing loans or helping to create jobs; its mission is to collaborate with a wide range of partners to build and support a vibrant and resilient community.
